Duties Responsibility Master On Board

All crew on board have their own duties and responsibilities including the master, in this occasion we will discuss the duties and responsibilities of a master.

  1. Responsibilities: Master is the highest superintendent for the safety of the  ship,   cargoes and crew.
  2. Be responsible for implementing the Company’s policy for safety and environment protection, supervise the crew to adhere the requirements of the safety management system.
  3. Ensure that the requirements of the SMS are implemented effectively on board. Be   responsible for training the documents of safety management system to ensure that the requirements of the SMS are observed on board.
  4. Issuing appropriate orders and instructions in a clear and simple manner, has the absolutely responsibility to make decisions with respect to respond of safety and pollution prevention, shall request the Company’s assistance when necessary.
  5. Must closely coordinate with the Chief Engineer and Chief Officer, lead all crew members to enforce the discipline, keep the ship in good condition and safe navigating, ensure to accomplish all transportation.
  6. Pay attention to the relation with charterers, and strictly execute the charterer’s instruction without adversely affecting the company’s interests or safety of the ship and crew, if any dispute or misgivings arise, should report to the Company at once.
  7. Keep the ship in a seaworthy condition, comply with the international regulations of navigation, seriously examine and check if all ship’s certificates, documents and plan of loading / discharging are all ready. Prevent cargo damage and shortage, marine casualty and other accident, if meet any unexpected accident to deal with it carefully and report to the Company and charterers at once, strictly prevent the situation to be extended, and get through the documents and formalities which is necessary in accordance with the rules.
  8. Be concerned for life and healthy of the crew members.   Pay heed to food preservation and make sanitary inspections periodically.  If any infectious disease occurred in any port, the crew members must be kept on board and take necessary measures to prevent the spread of the disease.
  9. Be responsible for monitor and management of various certificates and files. Well keep of the ship’s stamp, cash, certificates and technical data. Pay attention to the validity periods of the ship’s certificates. Contact the Company when an inspection is needed or any changes have to be made. Report the ship’s movement and noon position in accordance with the rules of Company and urge every department dispatch routine reports on time.
  10. Monitor the managerial level personnel to carry out all inspection and maintenance of the safety and emergency facilitiein order to ensure their best working condition. According to the regulations of ship’s flag state, regularly arrange exercise for life saving, fire fighting and preventing marine pollution and make records. If the ship has to be repaired abroad, on behalf of the Company and upon receipt of its authority to arrange supervisor for repairing, approve the repair items on completion and check the repair bills and contact with ship’s classification society to renew the certificates and the documents of every description.
  11. If meet any ship in distress in vicinity on the way you are sailing, should firstly guarantee the safety of own ship and crew members.  Then try every means to save crew member from the other ship and carry them to own ship’s assigned port.  If any special or extra request by rescued persons, should not make any promise unless approved by both the Company and the charterers.
  12. Check and sign the Deck Log Book and fill in the night order book every day when sailing or at anchor.  When the navigator is sick and can not perform his duty temporarily, the Master can take his place or appoint another qualified member of staff to take over.
  13. To supervise when the ship loading/discharging dangerous cargo or precious cargo, appoint the Chief Officer to do the monitoring work if the Master has to leave the ship, the Master and the Chief Officer can not leave the ship simultaneously
  14. After the vessel has anchored at a port or is sailing through a place frequented by pirates, should arrange the appropriate precautions to prevent stowaways and to safeguard ship’s apparatus, tools, cargo and safety of the crew members.
  15. When a serious accident occurred and must abandon the ship, the Master should take with him the Deck Log Book and essential documents, and be last one to leave from the ship.
  16. To appoint the persons manage ship’s bond store and crews’ provisions.
  17. Master should inform immediately Safety and Quality department and/or   Responsible port Captain of Fleet that belong his vessel. 
  18. Verify the duty time table described by Chief of Department.
  19. According with the Flag Administration requirement, fulfilling the relevant forms and submit to Administration.
  20. Check the Flag Authority Official Log Book.
  21. When  hand-over  to  the  next  successor , should  check  carefully  and transfer the ship’s certificates, documentation, stamp, keys, Cash、Account book、 average accident materials and technical data, introduce the ship’s condition, maneuvering character and abilities, condition of loading, duties of the voyage, matters to be attended, and the competence and ability of the officers, once all these procedures and formalities are completed.  The Master and his successor should both sign the Deck Log Book and report to the Company.  The relieving Master shall enter the hand-over statement in the vessel’s Deck Log Book in accordance with the requirements . After the change of command, the new Master shall enter the statement in Deck Logbook as following: “I,  (name of new Master),  a citizen of (country of citizenship), holder of the Republic of the Marshall Islands Certificate of Competence No. (number of certificate) in the grade of Master, assumed command of the vessel on (date on which officially took command) at the port of (port where change effected
